Arrogance of Power: Gutting the Civil Service Commission
Dear Colleagues:
Tomorrow in my office and at my desk I will have an orangeback that would amend Article 11 Section 5 of the constitution to eliminate the authority of the Civil Service Commission to fix rates of compensation for positions in the state classified service. Put plainly, this resolution would:
- Prohibit the Civil Service Commission from fixing rates of compensation for all classes of positions
- Retain the Civil Service Commission to perform other duties to avoid the return of the “spoils system”
- The recent refusal of the Civil Service Commission to deduct the mandatory 3% retirement contribution from public employee wages was a radical and unrealistic decision that Michigan can no longer afford. With the passage of this resolution, the vital and useful duties of Michigan’s civil service commission will remain intact while eliminating the ability of this unelected body to make unaccountable fiscal decisions.
